Ministry of Environment celebrated the World Metrology Day on Monday, May 20th 2013. The Central Laboratories at the Laboratories and Standardization Affairs Department had organized a lecture on this occasion. The lecture was presented by Dr. Yasser Abdullfattah, a Metrology Expert at the Ministry, and was attended by a large number of experts from the different laboratories of the Ministry. The lecturer said at the beginning that Metrology is an old Science and Art, as old as the human civilization itself, pointing that this Science had existed before five thousand years. All the remaining monuments around the world of Egyptian, Assyrian, Babylonian, Greek and other ancient civilizations are a great evidence for that. He added that Metrology is relatively recent science, noting that some may not know much about it, though it is used in all daily activities. World's developed countries, as well as those countries that are developing, are providing budgets for global scientific institutes specialized in Metrology.

He said that on this day of each year the world celebrates the signing of Metrology Convention by seventeen representatives from different countries, 1875. The Convention placed a framework for global cooperation in the field of Metrology and its commercial, industrial or community applications. The original objective of Metrology was to ensure the uniformity and homogeneity of Metrology's systems and techniques around the world as being importance since 1875 until now.

The lecturer provided a detailed explanation of the importance of Metrology, noting that the French Scientific Academy issued the first unit of measurement in 1799. In 1875, the Metrology Convention was issued. In 1954, the most important six measurement units were established, noting that now there are seven measurement units. He talked about sections of Metrology and how to write reports correctly. He also talked about the function of national institutes of Metrology such as; identification, investigation, maintenance, dissemination and application. After that he talked about the regional and international cooperation in this field. Dr. Yasser said that it is expected to be change on some units by 2014, when a huge meeting of Metrology scientists will conduct in Paris. He talked about the interest of Qatar in Metrology since establishment. He indicated the need the importance in each country of having a good quality base, accreditation body, certificates accreditation body and another body to do the work of testing as in the laboratories of the Ministry of Environment, in addition to Metropology body. He pointed that Qatar has issued a law No.21/ 1972 on unifying and defining metrics, weights and parallels. The Law includes the need to compel citizens to use a decimal system of measurement (article 1), and commit the State to match the international prototypes of units (article 4). Over the past years, the State of Qatar had obvious international partnership through its membership in the International Organization of Legal Metrology (OIML), Arab Industrial Development and Mining Organization (AIDMO), GCC Standardization Organization, as well as the Gulf gathering of Metrology, noting that Qatar has currently applied for the membership of Bureau International des Poids et Mesures (BIPM).

The establishment of the National Scientific Metrology Institute considers the top goal for all activities of industry, quality and Metrology in the State to complete this quality base within the framework of Qatar National Vision 2030. In the regard and on the occasion of World Metrology Day, the Department of Central Laboratories of the Ministry of Environment conducted a training course about uncertainty "Suspicion in measurement for calibration and testing Laboratories" by Dr. Yasser at the Laboratories and Standardization Affairs Headquarters. The course will last until May 22nd 2013, and aims Engineers, Physicists, Chemists and Technicians of Calibration and Testing Laboratories. The course is about the definitions and basics of uncertainty calculations, mathematical foundation of uncertainty, methods of eliciting, complex calculation of uncertainty and extended calculation of uncertainty.
